Summary Scope

of the Contract: 

The Project Objective is to enable consumers in ger areas to access heating appliances producing less particulate matter emissions and to further develop selected medium-term particulate matter abatement measures in Ulaanbaatar in coordination with development partners. In April, 2020, Additional Financing for UBCAP (AF UBCAP) was approved to scale-up activities through the addition of a new Component D which aims to provide electricity for heating in targeted ger areas. The AF will scale-up good practices that have shown good impact on city air pollution reduction.

Electricity for Heating in Targeted Area, will enable ger households in the targeted area to access modern heating appliances, such as electric thermal storage (ETS) heaters. The target households are mainly those still using traditional coal-burning stoves. The component will mainly finance (i) provision and installation of modern heating appliances at selected houses and the required 2--tariff electric meters and power cable connection at selected houses and wire upgrade for the last mile distribution lines from meters to households and (ii) technical assistance and capacity building on advanced heating technologies and associated program design
