The Government of Mongolia has received financing from the World Bank toward the cost of the Additional Financing for Ulaanbaatar Clean Air Project, and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of Geothermal Heat Pump system for kindergarten #83.

The Municipality of Ulaanbaatar now invites sealed Bids from eligible Bidders for Supply and installation of Geothermal Heat pump system for kindergarten #83 locating in Chingeltei district, khoroo 15, Ulaanbaatar. This construction work will comprise of the following activities:

• Review of existing GHP preliminary study and design for location and quick analysis upon drilling of the first borehole

• Supply and installation of heat pump with a capacity of 170 kW

• Based on the result of the analysis identify number of additional borewells (number of the boreholes should not be less than 20). Supply and installation of heat collecting pipes and its sealing

• Construction of external heat resources and pipelines. This activity includes: laying of connecting pipelines, heat collection observing manhole, flow regulating collectors, and heating pipeline work.

• Installation of the internal plumbing system. Assembling pipes in technical rooms and checking the plumbing system, testing, and calibration of the system

• Operation and service of the system in a guaranteed period specified in the contract

Estimated construction period is 3 months.

Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 2017, (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from G.Tuul, Procurement specialist of PIU, tuul@ubcap.mn and inspect the bidding document during office hours 08:00 to 17:00 hours at the address given below.

The bidding document will be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 150’000 MNT to the following account. Bank’s name: Төрийн сан; Account name: УБ-н Цэвэр агаар төсөл-н.с; Аccount number: 100900011906. Only bidders that have purchased an official set of bidding documents will be eligible to submit their bids.

Bids must be delivered to the address below before 11:00 hours, September 10, 2021. Electronic Bidding will be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 11:00 hours, September 10, 2021.

All Bids must be accompanied by a bid Security MNT 7 million.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
